Appellants do not direct us to, and we do not find, a specific definition of the term "between" in the Specification. The Specification provides only minimal discussion of the plunger rod and does not list any express limitations of the plunger rod in relation to the handle or body. 

In the absence of a definition or express limitation, we interpret the term as broadly as reasonable and consistent with the Specification. We are mindful, though, not to import limitations from a specification unnecessarily. See E-Pass Techs., Inc. v. 3Com Corp., 343 F.3d 1364, 1369 (Fed. Cir. 2003).

Regarding a determination that, e.g., non natural-phenomenon, claim elements are merely routine and conventional, the Federal Circuit has explained that 

Whether something is well-understood, routine, and conventional to a skilled artisan at the time of the patent is a factual determination. Whether a particular technology is well understood, routine, and conventional goes beyond what was simply known in the prior art. The mere fact that something is disclosed in a piece of prior art, for example, does not mean it was well-understood, routine, and conventional.

As such, the present appeal presents the same basic question addressed by the Federal Circuit in In re Brana, 51 F .3d 1560, 1564 (Fed. Cir. 1995): "what must the applicant prove regarding the practical utility or usefulness of the invention for which patent protection is sought"? For the Brana court and the present appeal, this issue of utility is an aspect of the enablement requirement under § 112 because "[o]bviously, if a claimed invention does not have utility, the specification cannot enable one to use it." Id. The Brana court made it clear that evidence of clinical efficacy is not a prerequisite: 

Usefulness in patent law, and in particular in the context of pharmaceutical inventions, necessarily includes the expectation of further research and development. The stage at which an invention in this field becomes useful is well before it is ready to be administered to humans. Were we to require Phase II testing in order to prove utility, the associated costs would prevent many companies from obtaining patent protection on promising new inventions, thereby eliminating an incentive to pursue, through research and development, potential cures in many crucial areas such as the treatment of cancer. 

Id. at 1568.

It is well settled that the transitional phrase "consisting of" is closed to elements not recited. Multilayer Stretch Cling Film Holdings, Inc. v. Ben:v Plastics Corp., 831 F.3d 1350, 1358 (Fed. Cir. 2016). Here, the transitional phrase "consisting of" appears in the body of the claim in a clause identifying ingredients effective for treating xerostomia or mouth drvness. It is preceded by the transitional phrase "comprising" in the preamble. Accordingly, we construe the transitional phrase "consisting of' in the clause at issue to lirnit the ingredients that are effective for treating xerostomia or mouth dryness to those recited in the claim, but not to limit other method steps. Mannesmann Dernag Cmp. v. Engineered Metal Products Co., 793 F.2d 1279, (Fed.
